A project I'm working on is for a single high end dwelling unit where there is an elevator. Can you achieve the elevator recall function without a FACP to tie into?
Simply wire the local smoke alarm to the elevator panel or something?

You use a dedicated function control panel. It's a fire alarm panel who's only function is elevator recall. Put in the lobby, machine room and hoistway (if any) smokes and heats and output relays and program for primary and secondary recall, and fireman's hat and shunt if necessary. There are NO notification appliances and no communication required, at least as far as NFPA 72 is concerned. See below from the 2010 edition.
21.3.2* In facilities without a building fire alarm system, initi-
ating devices used to initiate fire fighters’ service recall shall
be connected to a dedicated function fire alarm control unit
that shall be designated as “elevator recall control and super-
visory control unit,” permanently identified on the dedicated
function fire alarm control unit and on the record drawings.
