ADA units load center height

Is there any mounting height requirement for load centers in ADA units?

There's some info in Annex J in the back of the NEC.
The accessible units I inspect, the EC installs the outlets at 18" AFF & the panel top at 4'.

I looked at the annex J i guess load centers fall under unobstructed reach froward so 48"max.
