Add new breaker into existing recessed panel

We want to add a new 60A/3P breaker into existing recessed 208/120V panel, the wall has tile, contractor said they can not do it without replacing the panel? Is it true?

I don't understand the question being asked. Is the panel full already? If so, then it certainly needs to be replaced unless other circuits can be combined or eliminated to make room for an additional 3 pole breaker.

Sorry, the panel is not full, but already installed (recessed in wall).

Lack of details all the way around....

It seems like it'd be a lot simpler to ask the contractor the reason they need to replace the panel rather than having a bunch of electricians on the internet speculate on an installation they can't see and described in vague detail as to the reason why.

The internet is NOT the answer for everything.

Thet ran out of work and try to find an easy way to get more money.
