Adding a grounding system for a sub-panel?

I'm changing a sub-panel for our church. The old one is corroded.
The sub-panel is located in a well pump area, that is not connected to the main building. In other words, there's no conducting path between the main building and the well pump area.

I would like to install a complete grounding system for the sub panel.

Is it allowed/code compliant to do so?
 
A sub-panel in a separate structure requires a GES as you've surmised. You could just pound in two ground rods minimum 6' apart with a #6 GEC to create the GES.
