Adding a second disconnect

We are adding a large chiller outside of an existing pump house. The pump house has a distribution panel inside the building but will not fit the chiller in the distribution panel. Our plan is to put an enclosed breaker fed by the service (so a second service disconnect) on the exterior wall of the pump house. Is this in violation of the code to where we must put the enclosed breaker inside the pump house?

The pump house is a 25'x13' building.
 
230.72 requires service disconnects be grouped.
(In the event we are actually addressing feeders the same requirement is in 225.34)

The thought was that since the new disconnect would not be feeding any power to inside the building and only the chiller outside it could be considered a separate service entirely.
 
From the existing CT cabinet located on the inside of the pump house. The enclosed breaker was going to either go on the outside of the wall (directly behind the CT) or on a pedestal by the chiller.
 
It would be a call for your AHJ but locally the fact that the you are connecting to interior conductors (in the inside CT cabinet) would likely require 230.72 to be required,.
Hopefully you will get additional input here.
