Adding another service

I have an existing 200 amp meter Main and are addition turns our property into a duplex. The existing meter main is fairly new and the plan is to add another meter Main with riser to accommodate. My question is do I need to run separate grounding electrode conductors to two separate rods for each or can I run a 400 amp rated grounding electrode conductor from one panel through the two rods to the next panel for my ufer?
 
Each service disconnect must have its own grounding electrode conductor. You can install a properly sized conductor and then tap to each disconnect or you can run a separate GEC from each disconnect to the existing electrode(s).
An electrode conductor can not run thru another panel.
