Adding circuits from an outdoor panel

Greetings from Virginia which is on NEC 2014

Looking at a house purchase which has an outdoor main panel. House has a crawl space, this crawl space is easily accessible a couple of feet below the panel. My question is about adding circuits from an outdoor panel when the circuits need to run down the exterior wall before entering the house. Once inside it is an easy run.

My concern is NM-B exiting this panel would need to be in PVC until it enters the interior. And this isn't allowed per my understanding of code. We can't drill through from inside the panel to inside as inside is a shower (of course). So something would need to be surface mounted outside.

What does code say? The only solution I can see is to run THHN from the exterior panel in conduit to inside then transition to NM-B.

FYI the existing runs off this panel are direct from the back of the panel to the interior not outside before stuff was installed inside.
