Adding Circuits to Panel that does not meet Clearance

Long story short already bid this house with previous owner, Complete gut and changing panel that was in a small closet with pipe right in the middle of the room to outside wall.
New owner called to get quote, Not doing a complete rewire but a decent amount. The panel they do not want to change, for cost reason. Panel is in decent shape just has a 3 inch Galv pipe running about 1" from the front of the panel.
If I am running new circuits should I be worried about the Panel.
Got a call into inspector just wanted to see your thoughts.
 
If the closet contains anything flammable such as clothing, or has insufficient working space, adding to the panel may been an issue with the inspector. Definitely get pre-approval before doing any work on the panel.

Is this galvanized pipe blocking the working space?
