Adding Loads - Residential

I am confused with the title of 220.83 (A) and (B) and looking for clarification. When adding loads to a residential service that is NOT A/C or Electric Heat BUT the service alread has A/C and/or electric heat can I use the calculatons based on 220.83 (A)? The existing A/C & heat could fit the calculcation under 220.83 (A) (4). Thanks for your help.
 
220.83 (A) states: 'Where Additional air conditioning equipment or electric space heating equipment is not to be installed. The following formula shall be used for existing and additional new loads '

I agree. Probably reading to much into the title, but the example listed in the handbook(which is adding a/c) as well as the calculation for adding a/c & heat, use 100% of load. Using existing that already includes a/c & heat would put the a/c & heat in the 40% derating category. I just think with existing a/c & heat loads you could be close to the service size and be taking to much derating and additional loads could calculate out ok but in reality be over the serice size.
