Adding Second Ground Rod At Main Disconnect

I have service entrance with a meter and main disconnect switch right next to each other connected by metal fittings. The main disconnect then feeds to a lugs only type panel inside which has neutrals and grounds separated. There is currently a #6 ground wire leading to a rod in the ground from the meter box and a #4 ground wire running to where the water pipe enters the house from the main disconnect box. I have two questions.
1. Is it okay the add another ground wire and rod in the ground from the disconnect box assuming 6 feet from the existing rod?
2. Will adding a second rod in this way reduce the ohms similar to if I added it to the ground wire coming from the meter box?
 
Yes, two rods are required but you could just run from one rod to the other.

Would the resistance be better if the second rod is simply run from the existing rod? or would it matter?
I assume that running grounds to earth from either the meter box or disconnect box is considered from the same location as code is concerned?

The value of resistance does not matter here, the 25 Ohms or less rule is not a required for two rods.

And yes, I believe that as long as all GEC connections are compliant with 250.24(A)(1) for a GES you are good.,
