adding to a multiple meter base

Customer wants me to try adding a 7 th meter base to a 6 plex meter base. (tis label says 600 amps) It has presently (5) 200 amp meter/breakers and one 100 amp breaker. It seems the original electrician 20 years ago didn't follow the label. The owner wants me to change the 200 amp breakers to 100 breakers and add a seventh on the side of it. I'm not comfortable for several reasons. I told him I have to talk with the local elec inspector. I met the POCO today, they didn't say yea or nay. (the 200 amp services could be downsized to 100, they are 1000 sq ft apartments, not sure why the 200's are there.) Thanks for your input.
 
Just because the breaker is rated for 200 amps does not mean that there's a 200 amp load on it a simple low calculation would be able to tell you what you can do more than likely there's plenty of power available

Sounds like a new service is in order with a main ahead of your 7 loads.
 
Also a load calculation if you’re wanting to reduce main sizes.
