Adding to Existing Installations

I've read Article 80.9(C) in the 2002 NEC. Where does responsibility end in the following situation: I'm adding circuits in numerous existing panels of multiple buildings. This may require 1)adding a breaker for the new circuit, 2) retrofitting the panel and/or repulling feeders to accomodate more circuits or load, or 3)completely replacing the panel in the same location -because a retrofit interior cannot be obtained for panels with the smaller cans-. When the panels do not already have a grounding electrode am I required to install one 1) upon adding ANY new circuits or wiring, 2) when changing the interior/feeders, or 3) only if I change out the complete panel with a new one. Is this a determination which can only be made by the 'authority having jurisdiction'? In replying, please mention any reference you may have used.

To start with, Article 80 is not required to be followed unless adopted by the jurisdiction you work in. This section is mainly for developing nations or communities without established building departments.

I say yes to all three. If you are working within the service panel for whatever reason, the grounding electrode system should be established. :)
