Adding transfer switch to disconnect

Hey, gang, I'm bidding on adding a generator and ATS to a typical existing 200a residential service that has a main-breaker disconnect nippled directly below the meter, then SER leaving the disco through the KO on the back of the enclosure and into the wall. I wish to mount the ATS beside the disco and nipple them together, remove the SER conductors from the breaker, put in the conductors feeding the ATS, then return the load conductors from the ATS to the existing SER.

The question is whether it's permissible to splice the load conductors to the SER conductors in the bottom of the disco enclosure. If not, I either have to replace the main disco with the ATS (yes, it's service rated) or remove the SER from the disco and re-route it to the ATS. The four conductors (plus a neutral conductor to facilitate operation of the ATS (plus an EGC if I use PVC for the nipple)) would share the same nipple.
 
This is a main-breaker disconnect. The panel is inside the house.

Electrically speaking, it would be after the disco. Physically speaking, it would be in the disco.
