We need to add new diving platforms to a 1970 commercial pool. We will be sliding all lanes over. We will also need to add new rope hooks at both ends of the pool. All of these need to be grounded. Is there a small connection post and can a wire run be cut into the pool coping which is over a 1'-0" thick and back 34" from the face of the pool. Plus the rope hooks will be in the face of the pool how do we run a ground wire for them?

You do not run a wire for the bonding. This is a job for an electrical contractor and not a landscape architect. The hooks that are in the water, if more than 9" sq. would be bonding by bonding the pool water at the pumps.

Yes you can cut the concrete to install an equipotential bonding conductor. How big are these rope hooks? Small metal parts do not require bonding.
