I have a facility with a 4000 amp double ended switch gear with a tie breaker. The AC on the building when it was built was all self contained package units. We are in the process of building a new boiler room attached to main building and a chiller located 50 feet from the building in a fenced area to provide heated and chilled water for air handlers. I proposed running a new 1200 amp service to feed just the chiller, with a service rated enclosed breaker and appropriate grounding. The local inspector says that I need to run the 1200 amp service into the existing building and set a main next to the existing and then feed the chiller. My argument is that since the service would never enter the building the grouping of mains is not necessary.
 
I have seen (and approved) similar. Per definition, to me, it is a separate building or structure.
If he's not agreeable with that, 230.2(C) would still allow it as your 1st service is over 2000 amps.
