additional fastener for main breaker

I failed final inspection according to nec408.36(d). inspector wrote "back fed device for interior panel requires additional fastener on main breaker". I have a clip holding main breaker in place, which came with my GE panel. what is the additional fastener?

If it is the listed for the purpose fastener from GE I think the inspector was wrong.

Is it possible he did not see it?

its possible, he's on vacation until Wednesday. i wanted to take care of it before he returned. the other inspector i reached said the same.
