Adjacent residences.

This is properly a POCO question, but interested in what folks here think.

Brother owns 2 adjacent houses. One will be used for storage, 110 year old house with just a 100 A service. Nephew lives in the larger house, newer 200 A service.
He plans to have service disconnected and just run an underground 4 wire 60A feeder to the 'storage' house. Treat it as a barn or other outbuilding for code/permit purposes.

Told him I have zero concerns other than the poco maybe not in agreement?

Any other thoughts?

Even though he's treating it as a barn is it actually a legal dwelling by defintion?

I suggest checking if there are any requirements or limitations in the insurance policy for the house that might apply in this situation.
