adjustment factors

when adjustment factors are used do you use the temp that the wire is rated for or do you use the temp that the terminals require?
EX. There are 6 #8 thhn current carrying conductors in a conduit, the terminals are rated at 60'c. Do derate at the 60'c or the 90'c column in 310-16.

You are permitted to derate from the 90C value. In your example the derated ampacity would be 44A. Since this is 4A more than the 60C ampacity the 60C ampacity of 40A would have to be used.
