For those who contract in Virginia:
In case you didn't know this is from the Fairfax County website concerning Virginia's adoption of the 2009 Uniform Statewide Building Code, which includes the 2008 NEC:
"From March 1, 2011 until February 29, 2012, permit applicants may choose to use the technical provisions of the 2006 or 2009 USBC. Mixing provisions between the two editions of the code is prohibited. Beginning March 1, 2012, all applications and plans must meet the 2009 USBC requirements."
Link here: http://www.fairfaxcounty.gov/dpwes/publications/lti/2009_usbc.htm
So we have a year before the 2008 NEC is required and enforced, although this may depend on whether the building permit is pulled using the 2006 or 2009 VUSBC.

You still need to renew your license before it expires. This has to do with which code your permits are pulled under. If a builder pulls his permit under the newly adopted 2009 USBC then you are obliged to pull your electrical permit for that job under the 2008 NEC. If a builder pulls a permit under the 2006 USBC then you are obliged to pull your permit under the 2005 NEC. If you are pulling an electrical permit only, then you can choose either code. This period of choosing which code ends next March after which it will be mandatory for builders to use the 2009 USBC and ECs to use the 2008 NEC.
