Advice needed

I'm an electrician at a manufacturing plant and need some advice. One of the dayshift maintenance guys is wiring a section of our shop for a lathe, drill press etc. I noticed tonight that he had installed a 4x4 box that he has plugged 4 lights into for lathe lighting. He has so cord that he plugged into a power strip providing power to his box. My question is should I mention this to our manager or just speak to him about this?
 
What's your role in this scenario, casual observer, safety inspector, compliance person?

I would start by speaking to the guy. If he doesn't agree, or is unwilling to listen, then go to management.
 
That was my thinking also. I just have a gut feeling He's not going to be very receptive to constructive criticism
 
Is the outlet box per code with no knockouts, etc or just a plain box.
Are these permanent lights or just for use during lathe installation. e/g OSHA vs NEC rules govern, etc. Is the outlet strip metal or plastic? etc.
Every thing be OK IMO if cord and box per OSHA and is temp install during installation of lathe.

As already said multiple times, leave management out of it unless an actual safety concern and other electrician not responsive.

As far as I can tell it's permanent. I wouldn't have been concerned if it had been a temporary thing.
