Advice on computers in 3rd world country

I have a good friend who is living in Cambodia. Voltage is ~240 but varies widely. She is having a hard time with her laptop (says it even shocks her) which is set up for 240 or 120v. TV didn't last too long either. Her tech people advise UPS which is large and heavy for her, plus the battery only lasts 3 to 4 months and is difficult and expensive to replace over there. Any thoughts on a simpler way for her to isolate and protect her electronic equipment from their grid?

Instead of a UPS you could try a constant voltage transformer. It only corrects for voltage swings so you don't need batteries, but it might not weigh any less.
