Advice on pool bonding/grounding and stray voltage

Hello...need some input from this forum. Last year we noticed that we were getting an electrical tingle while in our pool and touching the surrounding cement. JCP&L sent out a team of engineers who worked up our backyard and determined that our pool bonding had failed and our pool was thus not grounded. We are currently working on getting an assessment from a company who handles pool bonding, however the concern is around the voltage readings of approx 2.5 in some areas of my patio.

Question is, is this an acceptable level of voltage? JCPL engineers focused less on that and didn't seem concerned about it being "stray" voltage, they claimed it was more of a norm. My concern is that pool electrician voiced concern that I should not have people with pacemakers on my patio due to that level of reading. Even if my pool is successfully grounded, I assume this is still an issue as the voltage is still there.

I also am aware of the case in Brick, but it sounded like a higher voltage reading than mine. Can anyone advise if I should take this further with JCPL to assess again on the voltage? Any other thoughts or ideas would be appreciated.
