The inspector wants both afci and gfci on the same circuit. There are no grounds present in the residence and I had to repair a bad splice feeding a light. Now because I touched it he wants it brought up to code. The receptacles are in cinder block and the boxes won't accommodate a gfi. Can you think of a solution?

use a wiremold box extension? or, could you cut in gfci below the panel?
While requiring both afci and gfci protection for the "touched" circuit is debatable, I'd stay away from doing any modifications inside the panel. The inspector will likely require more afci and gfci protection installed because he "touched" the panel... :slaphead:

I like that "you touched you need to upgrade it.

Are you saying all you did is remake a wire nut splice?
This inspector needs some explaing.
I would schedule a sit down or a phone call about doing repairs and what is expected by code.

In code theory terms you dont need to add anything, sounds like an inspector trained to get people rich other than the house owner.

The panel may not even be able to hold AFCI or GFCI breaker due to age. As long as the old outlets are 2 slot non grounding type they dont need GFCI and AFCI would only go for a panel change circuit extension. If you must a subpanel would be a good idea for the required circuits.
