Can this (both scenario's) protection be implemented on the same circuit?

If so whats the setup?

Yes, afci and gfci work fine together. I am not sure what you mean by what is the setup. In fact most AFCI have ground fault protection in them-- not enough to protect for personnel.

Thanks what I meant was, for example a 120v ltg/recept ckt,,,,,,,,,,,,would it be an AFCI bkr at the panel and a GFCI receptacle in the area where used or what.

Nope, not for circuits supplying outlets in kitchens. 210.12(A) has the list of required locations, and kitchens are not on the list.
