AFCI Breakers

I'm upgrading a residential service from 100Amp to 200Amp. I am replacing the Panelboard, but not modifying the branch circuits in any way. Do I need to install AFCI breakers?
 
When it comes to passing an inspection, the AHJ at the location is who you need to ask. NEC is not real clear on this situation and it is interpreted differently in different places.
 
As stated earlier, you need to ask your AHJ and especially the head electrical inspector/supervisor. Try to email him/her so you can refer back to it if need be.

You may be off the hook anyway should those ckts that may be able to even use AFCI breakers with the home run circuits that use a shared neutral which was commonly used in older homes.
