Afci breakers

I'm in California. I do a lot of panel upgrades and breaker changing. Do I have to install afci on the bedroom circuits. And if so most old homes have circuits that jump from bedrooms to living to garage and so on. And as we all know a lot of panels are missed labeled

Not required for panel change out's in SW Florida. The AHJ's would get strung up if they tried that. Rewire a whole house because you need a new panel?? I think not.
