It is not within the scope of the code to enforce manufacturers of equipment to meet any requirements or specificatons. This responsibility is for testing and listing organizations.

What the code can and does do is establish installations that a manufacturer of a particular peice of equipment will have no choice but to adhere to or the equipment will be useless.

AFCI's are agood example of this. With the adoption of AFCI's in dwelling bedromms, manufacturers of equipment that know the consunmers of their products use this equipment in bedrooms are going to have to make this equipment compatible. If not, buyers will stop using their product.

I have heard of nuisance tripping of GFCI's and AFCI's from printers, motors, refrigerators, and so on. The equipment needs to be made better, not the code covering their installation.
