AFCI in NJ

for all those interested, New Jersey is adopting the 2005 cycle in April of this year. However, NJ is still not adopting the AFCI requirement.

I had "heard" that even though the AFCI standard has NOT been accepted, it must still be offered.

Anyone else hear similar talk?
 
If that is true, that may create liability down the road if it is not offered and then someone shoots a nail into a bedroom wall and hits a properly installed cable creating an arc fault and burns down a house. If the EC would have offered AFCI the HO says they of course have paid more for it and not have lost their house or sustained injuries. Also, if there is some such requirement, does the EC sub have to seek out the HO and ask them directly? In any event, I am not aware of the offer requirement, but it seems like a good idea to find out. I spoke to DCA the other day and they did not mention it.
 
That is exactly why it should/must be offered - liability.
I still have yet to find concrete evidence to support what I "heard".
