afci outlets

Are afci outlets allowed to be used in a house instead of afci breakers? 210.12-4-d Inspector is telling me breaker listing must say that they are compatible to be used together. I have a single pole 20 amp Sq. D breaker and a afci outlet on the 1st outlet of the circuit. This in a new house and all 110 circuits will have afci or afci-gfci outlets installed.
 

I believe that the IAEI analysis of changes is incorrect. The online version of the 2017 NEC as well as my PDF copy and my hard copy all still have a 210.12(A)(4)(d). I can't find any Errata that changes this.

210.12(A)(4)(d) states,
The combination of the branch-circuit overcurrent
device and outlet branch-circuit AFCI shall be identified
as meeting the requirements for a system combination–
type AFCI and shall be listed as such.

Rob, it's fake news. Your link to IAEI Magazine is correct, perhaps current in 2015, but whole-House AFCI never happened.
"Revision: 210.12(A) – Whole-House AFCI Protection" did not happen with 2017 NEC. Perhaps they'll try again in 2020?

Publications traditionally have a corrections section, or letters to the editor, which address reader inquiries, but IAEI magazine appears to have no such editor. There is a disclosure, "The views expressed by the authors in the articles herin are personal, and not guaranteed.."

IAEI Magazine forces readers to contact authors directly to clarify any article content, and authors may not correct the Magazine's online version, which remain error prone in the public domain.
