HI All,just curious, what happens if a customer whats to install a receptacle with the USB ports, does that mean that an AFCI breaker must be installed if not already present?

Whether new or replacement, afci is needed -see 210.12(A) and 406.4(D)(4).

You could add an afci on the receptacle before that particular one, if that is possible. It will then feed everything down stream of the afci

The basic task that the customer is requesting is to replace an existing receptacle device with another. One might quibble over whether a new Outlet is added. . . to me, this is purely a receptacle device replacement at an existing Outlet (no new Outlet is added). This task triggers 406.4(D)(4). To minimize the chances for call-back, I would try to install the AFCI protection as close to the USB port / receptacle as practical. I'd install an AFCI breaker only as a last resort.
