AFCI required locations ?

The electrical specifications for a job reads: Snow and ice melting circuits, fire sprinkler alarm systems, and low-voltage alarm systems shall not be on AFCI protection. Some outlets may be required to have AFCI protection in addition to GFCI protection. Contact local inspector for specific AFCI requirements, especially regarding outlets for:
FAU
tankless water heater
smoke and carbon monoxide detectors
paddle fans
outlets in garages and utility rooms.
dishwasher, garbage disposal, trash compactor

Is this valid for the 2014 NEC?

Take a look at rooms mentioned in 210.12. If the outlet or even a switch for a 15/20 amp 120 volt circuit is in any such room then AFCI protection is required by that section - even the snow and ice melting equipment would require protection if you happened to place a switch in line with the circuit conductors in a room mentioned in there.

FAU may or may not require protection - depends on what room it is in,
tankless water heater - same thing

outlets in garages - not required unless there is also switches or other outlets in a room mentioned in 210.12.
utility rooms - may need further details of what is in the room and see if it is one mentioned in 210.12.
paddle fans - depends on what room it is in.
dishwasher, disposer, trash compactor - again depends on what room they are in, but they typically are in kitchens which is one of the rooms mentioned in 2014 and 2017 edition.
