Looks like Washington State is taking a stand against accepting the 2008 AFCI rules--maintaining the 2005.
Washington Administrative Code draft says--in brief:
This eliminates
the requirements for AFCI protection
in family rooms, dining rooms, living
rooms, parlors, libraries, dens,
sunrooms, recreation rooms, closets,
hallways, and similar rooms or areas.
The requirement is limited to dwelling
bedrooms and excludes retrofitting of
existing outlets when they are not
connected to a new circuit. This is
consistent with what some other
states are doing because of the
uncertainty of AFCI operation
