The code states that receptacles in dining rooms shall be on a 20 amp appliance cct.210.12b states that AFCI protection is required other than
kitchens.Does that mean that dining room receptacles have to be on their own 20a AFCI cb?

That is how I read it, when I read it at all (we are still on the 2005 here in WA).

They have to be on AFCI but not necessarily their own. They can still be on one of the SABCs. IMSO

There is nothing that says that the kitchen receptacles can't be on an AFCI, only that they are not required to be.

So if you want to use one or both of the required SABC for the dining room receptalces, it just means that the kitchen receptacles will also be protected.

Most kitchens have one or more non-counter-top receptacles, which would be perfect to have on the same circuit as the dining-room receptacles.
