It would seem that the intent of 210.12 is to protect people while sleeping. However, since a dorm room is not by deffinition a dwelling, Are AFCI's not required in dorm rooms? Seems pretty inconsistant to me.

Re: AFCI's (again)

Not really. AFCI's are a new application. We will see a lot more applications for the 2005 NEC. The CMP had to start somewhere. For example, look at the locations that GFCI's are required in the 30 years since first introduced.
And the NEC is a minimum standard. You can certainly use AFCI's in a dorm room at your option.

I don't think the intention of afci's are to protect sleeping people. Eventually all rooms will require them but they had to start somewhere. In an eight room house with four bedrooms you are covering half of the house. Seems like a better start than one living room.

Ive heard that fires that caused death are more often started in bedrooms..for whatever reason..therefore afcis in bedrooms.Probably space heaters and smokers..not that cigarette butts require 120 Volts.
