AFCI's Breaker

I have a question on 210.12(B). I have a panel change out, that is replacing a Wadsworth with a Siemens. This is a very old farm house. Do I need to put afci if I am changing just the panel. I really not modifing,replacing,orextending any circuit.
 
As far the NEC goes AFCI are not required. But you may want to check with your AHJ first before you do the upgrade. On a second note, How about if you propose to the customer as an upgrade?

You can do as you please but if the AHJ did not require them the last thing I would try to up-sell is AFCI's in an old wiring situation. There will be to many ghost to chase down. Unless I could up-sell a complete rewire of the house then I would do the panel change and be done with it.
