If my recollection serves me right, all EM wiring needs extra protection from fires. Perhaps your building is not sprinklered? You have to decide if you go directly to 2-hr rating. Please search around UL for fire-rated materials. Cost dictates sometimes. It maybe cost-effective to go beyond the requirement if it costs less.Note sure why the engineers keep stated to maintain 1 hour rating for EM feeders if there is no such thing.
Would you prefer 2-hour such as 700.10(D)?
Maybe they mixed up the room 1-hour fire rating in 700.12
