Note sure why the engineers keep stated to maintain 1 hour rating for EM feeders if there is no such thing.

If my recollection serves me right, all EM wiring needs extra protection from fires. Perhaps your building is not sprinklered? You have to decide if you go directly to 2-hr rating. Please search around UL for fire-rated materials. Cost dictates sometimes. It maybe cost-effective to go beyond the requirement if it costs less.

What does that even mean. In decades of working in Florida and California, I have never seen this. What is a 1 hour feeder? If it said must be enclosed in a 1 hour assembly, then it would mean something, something I still wouldn't understand the why of, but it would mean something.
