Air handling unit snow melt panels

In a new air handling unit, we specified on the intake that it have sno-melt panels which for those unfamiliar are essentially filters with MI cable for heating elements, designed to assure that snow doesn't get sucked into the AHU.

The electrical inspector noted that the panels were not UL listed and would not give a green light to the installation until that was corrected. I was surprised to learn that this these devices did not have a UL listing and we learned that the company only provided UL listing when it was explicitely required.

Does the electrical code require that all electrical appliances be listed by a NRTL and if so, where is the requirement?

No, but it does specify that all equipment be approved and acceptable to the AHJ.
110.2 Approval. The conductors and equipment required or permitted by this Code shall be acceptable only if approved.
Approved. Acceptable to the authority having jurisdiction.
110.3(A) Examination. In judging equipment, considerations such as the following shall be evaluated:
(1) Suitability for installation and use in conformity with the provisions of this Code
