Air terminals on a sign structure below 13KV lines

we are installing a sign structure below a 13KV lines, the air terminals on the sign structure are going to a ground array (5 ohms or less). My question is, what is the required distance between the tip of air terminal and the 13KV power lines.

Why do you need air terminals if you are below the lines? It seems that the lines would provide lightning protection for your sign.

Not sure what the minimum installed distance, but the OSHA rules prohibits you or your equipment from being within 10' of the line when you are making the installation.

I went thru something similar and could not find any clearance requirements in the NEC or NESC. The owner of the 13.2 lines (POCO?) May have clearances in their specs, but if it's not their property and there is no such wording in any easement, then they can't enforce it.
