air tight recess

Some building codes are requiring the installation of air tight recess cans, where they are installed in unheated spaces. Is this the case in your area?

In NY State the NYS Residential Building Code requires the 'airlock' or 'airseal' type of recessed fixture to be installed where the can penetrates the 'building envelope'. It can also be found in the Energy Conservation Code in chapter 5 section 502, 502.1.3 Recessed lighting fixtures.
Building Envelope is defined in the definitions.

It was causing some confusion, but it has mostly been 'smoothed' over lately.
