Does new code require boxes to be air tight in exterior walls on dwellings? Unfortunately I haven't taken a 2014 update class but I heard several people say it's new code. I can't find

They are probably referencing the Air Leakage - Thermal Envelope requirements in the IECC, Sections C402.5 / R402.4.

The code calls for ASTM E 283 tested luminaires having an air leakage of not more than 2.0 cfm, and an air barrier behind electrical or communication boxes OR air-sealed boxes when installed on exterior walls.
