If your bending a 4" AL RMC conduit would it take the same time to bend a 90 degree elbow as a 45 degree?
Never bent anything larger than 2 inch (that wasn't PVC) but I'd say if just one or two bends and for estimating purposes yes. You have more significant time in setup and take down of equipment than you do in how much time it takes to make either bend.

If you have lots of bends to make then the 45's should take less time, but at same time may require more time calculating to get them right as they may be part of an offset or something.
 
There would be very little difference in the required amount of labor. The travel time for the bender is a very small part of the total time to make a bend. The travel time of the bender is really the only thing that changes between a 90 and a 45.
 
I agree with Don not much difference maybe an additional minute for the bender to travel from 45° to 90° if you're using a one shot bender. A two shot bender would add a few minutes.
