Back to your power suppy, do you have the instructions? Mount it a rack with no I/O and measure the voltage

as a practical matter you cannot effectively test them.
you can do as another poster suggested and plug it in a rack and measure the voltage on the back plane, but it may not mean all that much. these power supplies have a bit of a history of intermittent failures. If you suspect the power supply has an issue, your best bet is to just replace it.
