alligator clips as termination

Today I got a service call where another contractor used alligator clips to terminate his power fail relay
On line side of transfer switch and completed. I know its not correct but couldnt find where in NEC.

What's the PF relay for?

Start with:
110.3(B) Installation and Use. Listed or labeled equipment
shall be installed and used in accordance with any instructions
included in the listing or labeling.
The clips probably aren't listed or labeled for >50v, and they're probably not in the relay instructions, either. What kind of wire are they on? Probably isn't listed for this.

110.8 Wiring Methods. Only wiring methods recognized
as suitable are included in this Code. The recognized methods
of wiring shall be permitted to be installed in any type
of building or occupancy, except as otherwise provided in
this Code.

110.12 Mechanical Execution of Work. Electrical equipment
shall be installed in a neat and workmanlike manner.
Nothing screams poor-workmanship like wrinkles in the duct tape (or using obviously the wrong parts) :)
 
Relay is used to alarm in coming service for Communication telco power failure. Thanks for reply!
