can test insruments such as stroboscopes, tachometers, pyrometers, flowmeters, etc. be safely used in a class I hazardous environment?
While these instruments are not part of the premises wiring and not technically under the scope of the NEC, it is NOT recommended to use them unless they are specifically identified for the location.

This has been a topic of debate both in CMP 14 and the API Subcommittee on Electrical Equipment (SOEE) for some time. For several NEC cycles the FPN/IN in Section 500.2 for Electrical and Electronic Equipment said:
Portable or transportable equipment having selfcontainedpower supplies, such as battery-operated equipment, could potentially become an ignition source in hazardous(classified) locations. See ISA-RP12.12.03-2002,Portable Electronic Products Suitable for Use in Class Iand II, Division 2, Class I Zone 2 and Class III, Division 1and 2 Hazardous (Classified) Locations
It has been removed in the 2014 NEC.

listen to bob - I do electronics as a hobby. one day I was hooking up an 8 pin beastie (that's what they call a integrated circuit) and I must have shorted it, first I touched it and burned my finger, plus I smelled it burning and before I could disconnect it from the batteries it actually blew apart! and I mean blew up! smoke, sparks, no doubt it would ignite vapors, and guess what voltage that was?

3 VDC

When will people realize this forum is not for arguing or to establish a persons competence, it's just (to me) a place to chat to fellow wireman and both share my experience and learn from others experience. I wish I never asked for opinions.

i'm missing something here... there are two posts to the OP, and neither was arguing
or questioning anyone's competence.

the third post simply suggested to listen to bob, which is pretty good advice, as he knows his way
around classified occupancies pretty well, and mentioned that 3 volts can be a pretty fair source
of ignition.

Maybe reacting to a post which was deleted before most of us saw it?
Or a post to the wrong thread?
