Alternative Birthing Center

The ABC (Alternative Birthing Center) is considered a CRITICAL CARE AREA? NEC 517.2 Definitions say it is because is a delivery room, but at the same time it is not because it's not subjected to invasive procedures and connected to line-operated, electromedical devices. The definition of An ABC is: an obstetrics unit or facility that provides a pleasant, 'friendly' atmosphere for ♀ who are expected to have an uncomplicated vaginal delivery. Somebody have experience on this AREA?
If it is, what I understand it needs to have an Emergency system (Emergency power), it can be an UPS? and for how long it have to supply power, 90 mins?

I found it can be UPS (battery system NEC 517.45 (D)) and the time has to be 90 min (NEC 700.12 (A))

But I still need to know if I need the ESSENTIAL ELETRICAL SYSTEM
