Lets say one EC is doing the service , exterior and parking lot and im doing the lease space.
My drawings say the generator is to be bonded to
The CEE ,cold water ,bldg steel and a suplemetal electrode . These being part of the service.
They have 2 ground rods to the service and thats it.
What are my obligations?

Something tells me the EC installing the service is not providing a code compliant GES &/or not following his approved construction documents for the grounding of the building's service. Have you seen the plans for the shell building's service?

If I were you, I would set-up a meeting between you, the service EC, the builder, and the PE's that prepared the two electrical plans to get this all worked out.

I was thinking the same.
I asked the other electrician where i could find these service bonds. He replied someone stole them.
Is bldg steel columns ever considered and electrode without knowing if/ proof the J bolts are bonded to rebar?
The slab for the generator has not been poured yet. I was thinking a CEE in the slab that will be connected to the bldg.

Just run a #3/0 cu conductor from the steel to the water main. Then you'll know for sure ;)

I use the building steel as a common GEC all the time, but I always bond it to the water main.

Your only obligations are what is spelled out in the contract. Anything beyond that is someone else's problem or an extra for you.

I asked the electrician doing the services and he said the CEE had been stole then i explained im supposed to bond to it for my generator. I looked friday and it looks like he found a block on the outside with a hole where he could bond to the rebar.
Sometimes it just takes reminding someone.
