Article 110.whatever requires a thoroughly good connection but does not define what a thoroughly good connection is. It is entirely up to you as to whether you want to scrub all of the wire strands with #220 silicon carbide abrasive paper.

Dr. Jesse Aronstein ran some tests for the Consumer Product Safety Commission which showed that a wire brush is 100% INEFFECTIVE at removing aluminum oxide. The best agent for removing aluminum oxide is silicon carbide abrasive paper. I have found that garnet paper also works if semiconductive silicon carbide dust will contaminate insulating surface. Dr. Aronstein also tested copper wiring connections as a matter of scientific control and found that some of the problems that aluminum has also affect copper wire justthat it takes longer to get copper wiring to burn up all other things being equal.

Follow the wire manufacturer's instructions. Most of the modern aluminum electrical alloys do not require any kind of treatment or inhibiting compound. :D

To add to what Charlie said some manufacturers specifically state that you shoud not wire brush the conductor before applying their anti oxidant.
