Can i use aluminum wire for a EGC if it is 18" from the ground ( earth).

AL is acceptable as an EGC (250.118) or a GEC (250.64) conductor (above 18")

So the aluminum conductor would have to be used for a waterline ground

application, correct. I cannot imagine how you would use it for a ground rod &

maintain the proper distance from earth. It would be major hack to drive a 10 foot ground rod & leave 2 feet above grade.

An insulated aluminum conductor can be used as an EGC in buried raceways or as direct burial cable. The 18 inch from the earth rule is in 250.64 and applies to terminations of GEC's.
