The basic Standard for evaluation is NFPA 499, Recommended Practice for the Classification of Combustible Dusts and of Hazardous (Classified) Locations for Electrical Installations in Chemical Process Areas. Read the entire document carefully; it is not too long.
An explosion hazard generally requires that the dusts be [a] finely divided solid material 420 microns or less in diameter (i.e., material passing through a U.S. No. 40 Standard Sieve) that presents a fire or explosion hazard when dispersed.
It is not always obvious, especially with dusts, that a fire hazard may still exist without necessarily creating a potential explosion hazard. In reality, a moderate fire hazard may still exist with larger particulates, but an explosion hazard is tremendously reduced.
Good housekeeping practices will greatly reduce and possibly eliminate both risks.
