Aluminum wire for GEC to rebar, CEE

Looked at job Friday where I noticed a aluminum conductor coming out of the concrete to an open bottom switch board that has a service disconnect.

I ask is that your CEE or your GEC to the CEE. I mentioned that it can not be AL. They told me it's inside the building.
I see it as a violation based on 250.64 (A) (1).

Never seen it in AL so hey I could be wrong.

My question is would this be a violation based on 150.64 (A) (1).

By the wording, I would say violation.

(A) Aluminum or Copper-Clad Aluminum Conductors. Bare
aluminum or copper-clad aluminum grounding electrode
conductors shall not be used where in direct contact with
masonry
or the earth or where subject to corrosive conditions.
Where used outside, aluminum or copper-clad aluminum
grounding electrode conductors shall not be terminated within
450 mm (18 in.) of the earth.
 
Thank you everyone. Wanted to make sure I was not missing something.

I will have another question next week when I review there grounding plan. This project has multiple service disconnects and utility transformers in spread out locations. It's a single building.

They can not explain to me yet how they plan to bond them all together (250.58).
I see a stack of ground rods and a box of acorn clamps.

I also noticed no rebar extensions or conductors at the other service discount locations. Only a single GEC to the CEE at the MDP inside the building.

It worries me when that AL GEC goes bad at its connection to the CEE or even if it termination device is AL rated. I doubt there's a direct burial or concrete encased clamp rated for AL


I ask them if it was inspected and they said they took a picture.

Talking with them Friday it sounded like at each group of service disconnects they were going to drive two rods for each disconnect.

I ask them to draw it out as I do not see it being compliant based on what they say.
